The situation

What has happened

The Northgate Spring Fair on 10 October will draw about eight thousand people to the Civic Reserve, with a licensed area, a stage, food stalls, a children's zone and road closures on two streets. Last year's fair recorded two assaults in the licensed area after dark, a lost child and a traffic jam at the close. The council has provided its event plan. The District Superintendent wants an operational order ready for approval by 25 September, prepared using the template, with a risk assessment, a deployment plan, custody and transport arrangements, a command structure and a briefing for the members deployed. The community engagement team will run a stall and the highway patrol will manage the road closures.

Your brief. Produce an approved-ready operational order for the Spring Fair, supported by a risk assessment and a resourcing plan that draws on the fleet register, and deliver a briefing and debrief plan so that every member deployed knows their task, the permitted tactics and the command arrangements.

What to look for

Evidence guide

Look for an order that follows the template structure, a mission in one sentence, tasks assigned by call sign, contingencies that are specific, and resources that exclude the defective light bar vehicle and the camera with the battery fault. The risk assessment must show ratings before and after controls. The briefing outline should be deliverable in fifteen minutes and the debrief must feed the risk register.
